The poor, really. Women who have access to money and power will get whatever kind of care they need or want regardless of the law.

This is the far more likely scenario in my mind.

I feel for the people, especially the children, who Putin and his ilk will allow to suffer in service to his ego. It’s genuinely a sad situation.
