I have always wondered this. I understand it’s not zoned but I live in point breeze where some streets are zoned and some aren’t.
If you live on a non-zone street you will still get ticketed for this I don’t know why they do it in our neighborhood but not just a few blocks south. My assumption is they drive their little cars around to hit the zone streets and will just take advantage of their time there for the others.
