The mall area is essentially peak tourist season from early March to early June. But yes peak bloom is always especially bonkers. The tree lighting is another predictable bonkers event.

La Tejana, they don't sell their tortillas, but I have a feeling you'll appreciate their tortillas in the delicious breakfast tacos they make. Additionally I love the tortillas meat and foods used for their chilitos.

Obama made DC and public service seem cool to many and definitely gave the city a boost up in coolness. He and the First Lady were often out to eat at new restaurants, they held events with relevant contemporary artists etc.

The Trump presidency had a minimal to neutral effect. Many political appointee jobs went unfilled, there wasn't a surge of new young aspiring staffers etc. He didn't go out much at all etc.

The tourism board has a good website washington.org, there are also hundreds of threads about things to do on this sub. If you have a more specific question than plan my trip for me you may get better responses.

Who is paying for the commuting? If they're covering it Acela and a convenient hotel is perfect. If you're paying you should see if you can do the one week on three week of option that others mentioned. Additionally is the day you'd have to be there set? Can it be dependent on the cheapest train tickets. Lastly, you do not want to commute by plane that'll get old quick.
