It doesn't look like 3rd degree burns. The skin is still intact. In 3rd degree the skin is gone and the damage extends to the fatty layer below.
Unless that is a photo after grafting.

Given he's wealthy he probably had 2nd degree burns which they called 3rd degree and got the best plastic surgeons to reconstruct his face.

Wind power is net negative in pollution. It’s not replacing one source with another equal source aka carbon credits.

Why not both?
Otherwise all you’ve done is stand still (say the pollution reduced by shutting down a single coal plant is negated by the pollution from all the satellites).

Actually, the scale of the delay in conducting the census is quite important and well worth noting. The last census was 2011 and given the government hasn't even begun the process of starting the new one, it's likely to be late 2024 before one happens and 2025 or even 2026 before the results.
