It's the busiest line, period. There's no way to shut it down without causing problems for a whole bunch of people, both tourists and locals. Unfortunately, we seem to be at a point where the T is unable to dig their way out of this hole using only weekend or overnight shutdowns.
At least if you can figure out a viable way to shut it down in chunks you can minimize the pain at any given time.

I think they're trying to nurse it through to the summer. One of the criticisms of the orange line shutdown was that it happened after schools and colleges were back in session, causing a bigger disruption than if they had done it during the summer months.
My real hope, albeit unlikely, is they're trying to figure out how to shut down portions of the line rather than a total shutdown.

You should be in good shape. Using the times on Google Maps the last trains leave Copley in either direction between roughly 1250 and 1 depending on which branch of the green line you need. Unless you're needing to stay well past closing time you should be fine.

The other question is where are you catching the train from? The times listed in the schedules are the times the last train leaves the starting point. Depending on where you are on the line you could theoretically have another 20-30 minutes to catch the last train.

I do it 1-2 times a month from Quincy with no issues. I've never had to wait more than ten minutes as early as 430.

This is my second stint living here. In 2008 I shared a 2br on Revere Beach for 1500/mo, total. Granted it was Revere but we had a newly renovated, waterfront house for $750 each. For a single 20 something, it felt like a pretty good deal.

They don't. And unfortunately the shuttle to the blue line gets caught up in the same traffic when it backs up into the terminals (if traffic isn't backed that far up, the blue line will be the fastest transit option off the airport).
I've given up on trying to take the T home from the airport on weekends. Between the tunnel shutdown and the general state of the T right now, a $40 Uber is worth it.
