You could title this as autumn setting in, or that it is a sunny winters day, and it would make as much sense.

The writer for timeout has just read their promotional material, turned it into 5 paragraphs of article, and misunderstood the tagline.
I don't know what is the slowest train in the world, but the answer isn't going to come from a timeout advertorial.

It could well be. All that it shows is that the leaves are dead on a few trees. It could be taken any time from October to April.
Also latitude isn't always the best comparison. You can be further north and have milder conditions thanks to things like the gulf stream.
