I put those parameters in for DC and I got two (2) options: one in Columbia Heights that already has a couple dozen applications and one in Barry Farms. For St Louis, I got 276 results. DC sounds "hard-pressed" to me, St Louis doesn't.

Nah, you can get 1BR for under $1000 in many cities. Load up these parameters in Zillow for Midwest cities like St Louis or Cleveland and you'll be flooded with options.
