I mean I don't think anybody said it was?
OP said real feel was -21, which is an accuweather measurement used to determine how the temperature will feel and affect an individual, taking in to account other factors as well as temperature (https://www.accuweather.com/en/weather-news/what-is-the-accuweather-realfeel-temperature/156655).
Another example of where real feel can be used is how on a very humid day in summer it can feel a lot hotter than it actually is.

I don't think it's hysterical to be worried about very low temperatures, especially when it's combined with high winds knocking out power. People have legitimate concerns about losing heating and/or electricity and the temperature has the potential to continue to fall and wind stay strong overnight. City of Pittsburgh have also opened their warming centers early.
But each to their own I suppose.

Reply to Ranked Choice Voting (aka instant runoff voting) in Pennsylvania by squirreltalk
Having moved from Ireland with single transferable vote proportional representation, the voting system here boggles my mind. Hope ranked or some form of transferable vote becomes the norm everywhere
