Man, even OP doesn't actually know what they posted. Ya'll need to read. It has nothing to do with actual intelligence, and far more to do with not letting jobs and vital systems be totally controlled digitally.

The name is a bit misleading. It's not about rights for AI, it's about restricting the capabilities and of AI currently. Replacing human positions with computers, deepfakes, that kind of thing.

The problem is that technology has caught up, but we still haven't worked out enough of our social and economic issues to support everyone who would be replaced by complete automation. Dramatic pointing at bootstrappers and "nobody wants to work" believers here.
Additionally, any electronic system is susceptible to attack, and as proven by the last roughly 6 years, anyone bored enough and with something to prove can cause serious havoc.
