I found a local history book about Point Roberts, WA at the reference section of the Blaine, WA library. According to this book, Point Roberts, WA was originally land owned by the Federal government and was to be used for a military base that was never constructed. In the lat 1800s and early 1900s, there were coastal artillery bases Washington, like Fort Warden in Port Townsend, WA. Originally, a few civilians lived in Point Roberts, WA. They were employed by the Federal government to clear land a long the 49th parallel border. They stayed in Point Roberts, WA during the winter months. Over time, squatters became illegally living in Point Roberts, WA and this increased during the depression. The Federal government gave the land to Washington state and here we are today.
From 1995 until 1998, I was in the US Army and assigned to Fort Knox, Kentucky. I remember driving on the Dixie Highway to Louisville, Kentucky and seeing drive through liquor store on the near county lines. Some Kentucky counties are dry- alcohol is illegal to sell. These types of county line liquor stores are nicknamed first chance / last change stores, because you were either departing or about to enter a dry county.
Chris Magnus has no prior Federal immigration or customs work experience. The laws CBP enforces are very complex, how can a person with no prior experience succeed?
Also, as Chief of the Tucson Police Department Chris Magnus was in charge of a work force of about 1,000 employees. As the Commissioner of CBP he is in charge of a work force of more than 60,000 employees. He lacks the experience leading such a large work force.

Reply to TIL that Point Roberts, Washington is a pene-exclave of Washington just south of Vancouver, Canada. It is attached to Canada by land but separated from the USA. It can only be reached from the USA by sea, air, or by driving 25 miles through Canada and then into Point Roberts, crossing two borders. by IAmDavidGurney
