Bills have definitely gone up, the Xmas cold snap exacerbated that. But, are you comparing a previous apartment to a new one? Apples to oranges comparison. Was the old apartment in a newer building? did the building supply the heat? Were you previously on the top floor? Lots of variables to consider.

I had a friend in SoWeBo who suddenly had a huge water bill one summer. Turns out her neighbors backyard car detailing business had run a hose from her tap. They used THOUSANDS of gallons.

How many of Hogan's housing developments are in the county? I bet none of them are near public transit and therefore not beneficial to his pocket. It's been interesting to watch the multiple highway improvements initiated near his properties.

Some great suggestions here. I'd also recommend taking a drive up through the neighborhoods in the northern part of the city. Mt Washington, Roland Park, up Falls Rd into the county. If you're not from the mid Atlantic this would be a good opportunity to see the foliage around here.
