That link is talking about an office created less than 6 years ago. Of course they're going to see a huge increase in reports in their initial years. That is a weak basis for a belief.

The part about it being during winter may have some validity to it. But at the end of the day, society can't stay functioning if there's an ever-increasing vagrant presence like that.
If you give them housing, they quickly destroy the housing.

The accusations against Stacie are from while she is in office. Not remotely comparable.
