Its most zealous supporters continue to be NIMBYs who find it a convenient weapon against neighbors in multifamily houses.

If you are comfortable anywhere in Philadelphia, there is no neighborhood here to avoid - just blocks to avoid in some. For a one-seat bus commute look at Southside, Washington Park, Edgewood, East Side off Hope. Not having a car means much more $ for rent and fun.

Because elected officials are so determined to avoid responsibility over troublesome issues, the Rhode Island Foundation is actually who we have to thank for setting local policies on education and homelessness. Nicest thing I can say about them is some policy is better than no policy. I have no idea what Cicilline intends to change if anything.

Parking is plentiful and easy to come by downtown - if you can get over paying for it. If that is your problem, here is excellent news: Downtown and the local colleges are cleverly arranged so that day to day life and attending classes are easily accomplished without using a car at all!
