If they are locked up and frozen in place, lay on the horn. They run away from loud noise immediately. Obviously, consider surroundings. It's not an option where that noise might drive them into other lanes of moving traffic, but on a two way with no opposing traffic it moves them in direct lines away from the horn, and, most importantly, overrides that deer-in-the-headlights thing.
