You can try contacting city hall, I forget the name of the guy who was/is in charge of it, he’s out of his depth but not amenable to suggestions. I had looked into it awhile ago, and had a personal contact in city hall at the time, didn’t get anywhere. They just don’t care.

It’s almost like it’s purposely bad. Definitely a quality of life issue.

When I started driving in the 90’s they were seriously awful. Entitled assholes who had no desire to help people. You’d wait in line for an hour, only to have them close their line to go on lunch, or send you to a different line and make you start at the end instead of just letting you step over one window. You’d fail inspection for having water droplets in your headlight. Not to be political, but Gov. Whitman did reforms that vastly improved the agency. They backed off with their attitudes somewhat. Now it’s hit and miss. Some of them are still miserable and should have a different line of work, but some are friendly and helpful. When it was impossible to renew a CDL two years ago, the only appointment I could get was in Wanaque I believe, and the older gentleman who helped me was very nice. So I don’t want to stereotype them all.

Sometimes it’s all day. And yeah the person yelling and “singing” into the pa is tone deaf. No idea who actually attends, it might be one of those things where there’s free food if you’ll listen to some preaching and bad music.

Edit: there’s also the Haitian(?) church on Union St. Once a month or so a bunch of buses would show up and they’d have a big service. Otherwise it was closed most of the time. Way better musicians, and not early in the morning. The Galician church would ring some decent tunes on their bells sometimes. Everyone has a sound to make in that neighborhood, it was interesting.
