Yup. Just go ahead and hook it up to see.
If it's filtered or not connected in the box outside, you'll need to do a little extra work.
Hopefully the cable is at least intact all the way to your service.

Yes, that's very likely what you've found.
It's worth noting that there is often doubled up drywall between suites to improve fire ratings. Or there is sound mitigation products in place. Either can cause a little extra havoc with stud finders. I usually use a small drill bill and just check for S solid wood once I'm 99% sure I've found the studs.

At least we're building them at scale now. That's a hell of a lot closer than we were 20 years ago.
