It is because the gig economy is a scam and you are the bait. On the other end a driver is working below minimum wage merely converting a depreciating asset into a cash advance. He is an independent contractor but he has no say in what job he picks up in advance. He does not know when he has to wait 10 minutes only for a customer to cancel on him or when he spends 30 minutes on a $3 ride going 3 blocks… biding his time for a unicorn long-distance trip that like a slot machine pays out just enough to keep him hooked. Uber could be upfront and tell him in advance but then it won’t be able to trick any drivers into picking you up.

Don’t play this game. Hire a chauffeur. Can’t afford one? Well someone else is paying for your cheapness.

In summary, the soil is too compact and dead because of heavy foot traffic and the thick canopy blocking out all the sunlight. The solution then is to prune, aerate soil, and sod. Grass that could withstand human activity needs lot of sun. City needs to determine the scope of the project, put out a proposal, then get contractors to bid. After all that, work could only be done in warmer weather.

What you can do: Reach out to the mayor's office to get him to prioritize this. HPNA could only legally do so much; the rest is up to the City.

They explained the penalty in the letter they sent out with the bill. Also, the bill is normally due 11/1 but they extended it as a courtesy because the budget was not finalized until merely days prior. We are expected to know these things. Ignorance of the law does not excuse you of penalty unfortunately.

I too do not read the fine print for everything. The way I do not let this impact me is to make sure I pay my bills in time. Life happens. Consider it tuition paid for a life lesson learned and move on.
