Same thing happened to me and I got tickets in the mail a few weeks later. But I believe there is a 10mph grace limit but I could be wrong/they could have changed it.

There’s a resident blue heron at Meshanticut Lake sometimes not sure about rookery though. It’s my favorite bird!
