There will be an occasional obnoxious drunk dude yelling. Just ignore and walk away.

Not really, they're only there to have a good time. Your options are (a) ignore them and keep walking and (b) join them.
The entire street is lined with bars and clubs, you have your pick of vibe, level of crowds, type of music and amount of underage drinking.
My band frequently plays at either Bossa or Green Island (both along 18th street). At Bossa we get people who are there to dance, they get a few drinks but are chill and fun; at Green Island about midnight we start getting 19-year-old girls barely able to stand

I've seen plenty/done some myself -- but when a dude is walking on a sidewalk, unzips his pants, pulls out his junk and pees fully in public while walking... That's a bit unsettling.

Adams Morgan is fun. Just be prepared for drunk people, a lot of drunk people. Every night is a Friday night in Adams Morgan. If you're staying at The Line Hotel, you're in for a treat, it's very nice.
Because of all the drunk people, I'd suggest Uber-ing there and back after dark. Or just go into Dan's Cafe, get hammered and join the crowd.

I know someone who did. Hightailed it out of the area and wowed to never come back. People are fragile snowflakes sometimes
