Exactly, we are not seeing them as they are now, but as they were back then. So we can observe they were closer in the past.

Most Italians were not onboard with Mussolini's sudden racist U-turn. And even he was not willing to go to the extreme, until the country disintegrated in 1943 and the Nazis took over.

But also without bright electrical lights everywhere all the time people might just have been more accustomed to low light, so what is "already dark" to you today might have been "there is still enough light to see" back then.
