Some proposals I've seen is to shorten the crossing distance for pedestrians. I think the idea is to use little pedestrian islands similar to what they have in streets. I assume they'd place it at crosswalks between the bike and pedestrian (aka running) lane.

I mean this very sincerely, and wanted to make sure I understood your comments: are you calling the walking lane the running lane? In your mind the bidirectional lane to the left marked with little people is a running lane?
It's helpful to hear from different perspectives.

I attend transportation community board meetings and try to keep up with what DOT is doing. The issue is that many of these safety issues are ignored. DOT sets it's own goals and misses them Community boards ask for specific safety measures and DOT ignores them. In contrast, cities like Hoboken and Jersey City have implemented really cheap and easy fixes, such as stopping cars from parking next to crosswalks (which is actually the law in NY State but the city overrides, and is a proven way of improving visibility) and they have had NO traffic fatalities in years!
Every life is a world. We can't stop all deaths, but DOT isn't even close to stopping preventable deaths

I only bike home from work, so the rental is really easy for me. $205 might seem like a lot, but it's cheaper than subway. I save $$$ in subway costs over a year. So I guess it depends on your baseline.

The headline is misleading. The bill got gutted in other, more material ways. Requiring reporters to undergo training, and requiring proof that the vehicle was unoccupied.
