They can do that freely during the reviewing period, but if you want an honest answer I won't put too much hope into the submission with your current score :D

I've never heard about delayed reviews before for ML venues, both as reviewer and author of submissions, so I think it will be released soon.

The answer is yes, there is a strong connection between the SDE using in sampling for diffusion models and MCMC. For this there are already some theoretical results in the convergence of the sampling in diffusion models, e.g. :

Yes I completely forgot... Incidentally ICML22 reviewing is a big mess as well.
