I’m from Bucks county, like previous commenter. Its a great area. Are you looking to commute into the city daily? Drive or take train?
Other areas to consider Wynnewood, Ardmore, Narberth, and out to Villanova.

Best bang for the buck is sealing air leaks, then add insulation (assuming it’s not already decently insulated).
As for space heaters, you will save on oil, but your electric bill will skyrocket. Unless you lower your oil heat temperature and use a space heater in the room you are occupying.

That’s not correct. Many states including Pa tax the contributions, but withdrawals are tax free. Whereas other states don’t tax contributions, but do tax withdrawals.

Think of it more like a Roth 401K for PA purposes. I’m retired and it’s nice not paying PA tax or local income tax.

401K contributions are taxed in PA. Distributions, including all gains are not taxed by PA.
I don’t think charitable contributions are deductible either.
