Kinda, not explicitly. Saying it is over is not saying what is over - the election itself can be over without accepting the outcome etc (and of course this message itself was not public, but is repeated by others) . He has never conceded, though members of his party have. He has said things suggesting he does basically concede, but also things that suggest he thinks he can still hold on to power.

Licence suspended stops can still be done as it isn't random. However the overall tone of your message suggests to me that you think traffic police are there to try and catch people out. They are not. They are to make roads safer. If someone is driving safely and causing no issue, their car is properly licenced and so on then there is no reason for them to get pulled over, so they should not be pulled over.

The claim is that it is cheaper to make them the same than to have different manufacturing to the different specs, so they would be (and were) putting the hardware in there anyway but turned off to differentiate between trim levels. Dunno if it's true but seems lots of car companies have done it over the years so I assume so. To me the issue is the wastefulness of trying to create fake differences between trim lines in that case, if you are putting it in anyway then just include it in the lower trim.

I know why they don't, as people will pay to get some features and if seat heaters are on the "important" list then they definitely don't want to give it for free when it can be a hook to buying a whole bunch of crud you don't really want.

Surprised they're still around to seek funding personally - seemed like a bit of a hail mary attempt from the initial press releases

edit: i hoped (and hope) I am wrong, just the initial messages seemed like they had very little lined up in terms of how they were going to get up and running
