It's not in control but AI algos have already been fucking up our societes for more than a decade through the social media feeds. They have been exploited by malevolent actors to cause polarisation, indoctrination, radicalisation and in general make people more stupid.

I'm thinking processor tax or maybe even something related to cumpute power. This will push edge computing thus distributing synthetic intelligence wider.
An alternative that catches a wider net is an energy tax. Both of these need to be thought at deeply, consequences might be unexpected.

You are very resolute with words like "never" and "ever" missing the fact that we don't even need to replace non-renewables completely. If we reach a market share of let's say 50% we increase our window of action, allowing us more time to create better tech and find better solutions.
