Keep the water flowing quickly or heating systems in exposed cold areas. I would assume evaporation is a bigger problem.

From an externalities perspective, that's way better though. We would be subsidizing reducing the largest amount of car miles and preventing more cars from driving into the city center during work days.

Parking lots, large buildings, and manmade bodies of water (canals but especially reservoirs) should be the priority. Use unused space and reduce evaporation.
