In Germany you can get your refund paid to your paypal account. And from there back to your bank.

If you want something that behaves like a car, than use a car. I heard GTA has some of them.

With this budget you would be lucky getting constant 60fps in fullHD.
And if you start from zero and need a monitor and peripherie this alone will eat your entire budget if you want 4k.
