Want to not room humanity's future space programs? Then I'd recommend the 10 richest people fight over designing the best giant net to fix it. Hopefully it's a fight to the death.

I'm pretty sure defused throughout the ocean and with proper treatment it will be as powerful as ambient background radiation.

One thing that comes to mind actually is the debris such an event would cause. Are starlink satellites low enough and it would avoid any high potential for a cascading effect? I've always read the long term problem with targeting satellites is the potential of kessler syndrome.
