How do you segregate potentially violent people? Put them with themselves so when they inevitably kill each other you can just handwave it off by saying they were already violent? I’m not saying this as a gotcha, it’s just that the city is not equipped to deal with permanently violent people.

does it? these people rarely go to jail, and it's never for long. even orders of protection are flimsy at best because they always get violated with little to no consequence. you can't put someone in prison for life because someone is scared they'll be attacked, because if you did, you'd be putting hundreds of thousands of people in prison for life in this city alone.

people need to be educated from childhood to not be abusers, and to learn the signs of abusers to stay away from them before the attachment is formed.

The distinction is Rikers is a correction facility for post arraigned prisoners. Ideally, anyone in Rikers is serving a minor sentence or waiting for trial after not being able to make bail, or legit warrants for skipping bail or violating parole. Anyone just scooped off the street is supposed to be held in criminal court central booking aka “downtown”. No one should be held there more than 2-3 days under normal circumstances, for the purpose of deciding whether bail is appropriate. Rikers wait is in the months and years to determine guilt or sentence.
