There are multiple ways of how to make updates.
One is to just download a list of changes and apply them locally on the existing files, but this can fail if someone tinkered with them.
Second is to just download the whole file and replace the already existing one. This takes more time and data, but it guarantees success.
In your example they choose second method. You download 80GB update and that will replace 80GB of your game.

Because 2^3 = 8, 2^4 = 16, 2^5 = 32,...
Computers work with only 2 values 1 and 0 called bits.
You can imagine the chips storing these as apartments. Each door in the apartment must have a number (address).
2^x tells us the maximum number of doors with x being the number of bits needed to write the address for the door.
If you want to write 20 you will find that 2^4 (16) is not enough and you need 2^5, but at that point you might as well use all 32 addresses.

If you have population of 1000 with birthrate of 20 per 1000. You get 20 kids.
If you have population of 2000 with birthrate of 16 per 1000. You get 32 kids.
This is just an example, but effectively birthrate can go down while at the same time absolute number of births goes up.
At the same time there is a global trend that populations are concentrating in Urban areas.
For example in the US 80% of the population lives in Urban areas and US Census Bureau only considers 3% of the country's land area Urban.
Also depending on which country you are from immigration can compensate for falling birthrate.

Countries don't want people on tourist visa to stay or work there.
So they keep a list of how much it cost per day to live there and how much it will cost you to get back to your country.
They will use it to calculate the amount you need to afford your stay and get back home. They also generally expect/want you to spend extra so they add more money on top of that.
That's how they got the minimum amount you need to have.
It's not something exclusive to the US. It's pretty common practice around the world.

There is nothing like innocent or guilty in civil lawsuit.
In a civil lawsuit you can only be find liable or not liable.
You can only settle in a civil lawsuit and the reason to do so is very simple. It's cheaper and faster.
It just isn't worth it to fight the lawsuit. The damage to your reputation might not recover even if you win the lawsuit. Even if you can prove defamation you can only get money if the other party have it. So you are most likely not going to get much from them.
So rich people and companies will rather pay you the 10% or so they would have spend on lawyers to have you go away.
