NYC just loves over regulation. Same reason NYC is the only place that has those ridiculous PTACs in every room of an apartment, it's just too expensive to build with central air (I love those realtors that call PTACs central in their ads BTW, I guess compared to window air conditioners?). Meanwhile even low rent affordable housing in other locations have been made with central air for decades and decades.

The reason there's a PSLF waiver right now is because of how hard it has been to qualify to get paid out.
