I do not think that this is a mistake.
Signal stores messages in an encrypted fashion, even if they're not transmitted via signal's protocol. The result of this is that if you don't back up your signal messages from your *phone* (not any other connected device), you will loose all of your SMS messages in addition to your signal messages if your phone were to be destroyed or lost or whatever.
Signal also has to do things like support MMS, which is a bullshit protocol that has varying implementations between devices.
It's better to just use a separate application for those protocols.
