Also, now that I think of it the Takoma park- silver spring co op does bulk items as well.

It is a cool little shop. Nice down to earth kind of place that does a lot of bulk rice and stuff.

Glut Food Co-op up in Mt. Rainier does this. It’s a little store so they might not have everything you want. They also do tea though.

Are you in the district? If so, you might want to reach out to the Office of Peoples’ Council. They’re a district office that can help residents challenge overcharges on utility bills like this.
