But New Haven is a nice little city, no doubts!
My doubts come from the fact, that in the entire world (but even just USA +EU) I find hard to think New Haven has the right to be in the best 50 places to travel in 2023.

Just out of curiosity I compared the prices of the new haven place with the price of the Springfield place.
Not a big difference. Also taxes are lower in CT.

Julia's bakery is the answer. Now, New Haven has many decent places to go to get some pastries. G bakery is brilliant, Atticus is good but hipstery expensive, lucibello is the classic old established place who's glory days are long gone. But if you drive a little outside the town you can find good places that don't have to jack up their prices to make up for impossible rent costs, and can focus on their products.

Good for you.
More than half of the listings are "no pets", and then there are the no dogs, small-dogs only and "send me a picture of your cat I'll think about it".

First thing first: if you want quiet, you have to avoid downtown.
Here you have a choice: living 5 min walk from the hospital, or quiet. Downtown is frequented by a colorful bunch that likes to advertise their coolness with loud noises, plus loud partygoers.
Bikers in State street (especially at the corner with Clark) will make sure be be heard during summer, so that's a no too. My suggestion is to look for narrow streets with potholes if you want quiet.
That being said with you budget you can go anywhere. There are some very new buildings near congress and cedar st that are in an very quiet (almost dead) area and 2 min walk from the hospital, but there's nothing to "explore there".
General advice:
Get a nice warm and waterproof coat.
Don't get attached to your umbrella, you'll lose it, or it will get stolen.
Buy a bike AND a good sturdy lock, if if have a safe place to park it overnight.
Craigslist in New Haven is a gem, use it.
