Traffic to speedtest and similar services is always prioritized first. Other services are prioritized based on the potential profit a provider could gain from it.

I know several people for whom Hebrew and English are second languages and when they speak English, they sound like Borat.

Watched a documentary about a person whom after a clinical death found out that he can speak|understand 106 languages.

Why not using both SIM cards in a personal iPhone?
You would be receiving messages for both numbers and would be able to dial from any of the lines and start outgoing messaging from one of the numbers.

Thank you for the information. Though, in cases with mobile operators, I would always attribute malice to what can be explained by incompetence or laziness :)
