Unfortunately the archivist said they don’t really allow people to do that anymore, but maybe I’m wrong. They may already have a digitized version online, but try calling and asking!👌🏾
For context: The archivist (Absolutely amazing guy) said that this plan would have required large parts of Mt. Vernon to be torn down. The reasoning was that a highway from and to the port terminals would help Baltimore remain competitive economically with other large cities. I also believe that a Senator won a ballot off of opposing this plan and getting it struck down.
