It can be simultaneously true that 1) involved parties should be addressing crime on/around public transit and 2) thinking about lifestyle risks relatively (for example driving vs public transit).
You can just ignore it if you don't plan to ever register a car in DC. Plenty of people from Maryland with thousands in tickets. Sucks though. I'd be curious if there is any DC law that explicitly allows them to post signage on parking meters. Seems pretty odd to me to do it that way.
