People doing stuff all the time doesn't mean it's legal. Historic stone walls are mentioned in RI law, it would be best to read them yourself to figure out exactly how changing them needs to be done, and also get your shit surveyed to figure out where the actual property line is. Does the deed state the wall is owned by both property owners?

Title insurance exists for exactly this reason. You may not get the land, but will be compensated by the insurance and they'll be the one fighting in court if it goes to that.
