Then sand it. They make a special sander for drywall, a pole with a metal attachment. That makes it easier in my opinion.

Cleaning it is more important than sanding it in my opinion. Sanding is just a preference, how smooth do you want your wall to be?

You need to take a voltage tester and trace it back. Lamp holder, dimmer switch, then trace the circuit back to your panel. If you have outlets on that circuit, I would check to see if they are the push in types. They can melt when you trip the breaker.

I see two, maybe three cracks in the picture. There is the main one, one near the wall and another that looks like it was painted over. I would check it with a moisture reader.

A hole saw, Titan sells one. See my link, note I am not saying this will fit your size, etc. Just generically how it is done.

Is there any way to install a disposal switch above the sink and fish some wire though the wall behind the sink? That might be easier than drill the hole.

It could be an abandoned toilet or it could be a poorly placed clean out. Something I learned as a long time DIYer is there is a time to consult with a pro. I would have a plumber look at it before making a decision.

I would pull the fiberboard, insulate and install drywall. I would have a pro mud it and I would also consider an FRP wainscoting. Garages get wet and drywall and wet do not get along.

That is exactly correct. They have both electric and hand powered ones, I prefer the latter.
