I know evidence is always good, but this is how behavior works.
This is why excessively demanding people or "Karen" shouldn't have people jumping through hoops to comply with demands. It sets a precedence. I see the same thing happen all the time in hospitals.

The problem is sometimes the speed limit is clearly arbitrary, and heavily condition dependent. 65 on the Mass pike on an early Sunday morning is slow for many people.

Minimally. People leave the day of or the day after the procedure, worst complication is usually it fails or a tiny bit of bleeding at the insert site of the catheter.
