This would also be my guess.
Usually there's blueprints that come with the house with concepts of what could happen in the basement. That would also help confirm if you happen to have them.

Yes, if you support in the middle you can go further. 9' would be the max unsupported span. So if you had multiple deck blocks you could go 45' or even further.
Side note spans are not the same across all regions. Make sure to confirm with your local building codes

If it's $10 of wood filler sticks it's definitely better to do yourself. Landlord is going to hire it out and that guy will charge a whole lot more.
