It looks like it's held in place with an e-clip. Use a small flathead screwdriver between the shaft and the clip to jimmy it off, then the gear should slide off.

Case Mountain in Manchester has a nice view of Hartford, especially if you're looking for a sunset (and a dark walk back). In Somers, check out Soapstone Mountain, it's got a fire tower lookout that's got a really nice view. If you're willing to travel a little further to Monson, MA, Peaked Mountain Reservation has some really incredible views in a few different spots.

Soapstone Mountain in Somers has a fire tower and isn't too steep if you stay on blue/yellow and blue. Recommend researching since I was following a group and not paying close attention.
