It's a fixed price per pound with a max price of $5. Hence you get a pair of piecewise linear functions.

If he wasn't the USNA Water Polo coach I think this might have had a very different ending. I know someone on the rescue dive squad of the Chicago Fire Dept. He has a lot of sad stories that start with someone chasing their dog out onto frozen bodies of water.

The fed announced additional releases from the SPR yesterday right after OPEC said they would decrease production to prop up prices. I don't understand your title.
