Depends on what style you are going for but I really like Karissa (goes by _hellrose on insta) at Wildcard Tattoo or Sofia (@sofiasparklez on insta) who has her own studio space.

The one on Bald Hill Rd is exceptionally mediocre. The one on Broad st in CF never did me wrong, though.
