400 kw is not really a lot, particularly if you're in an older building in a cold climate. Is your heat at 55° 24/7 even when you're home?

They can't retroactively change it but they can for future hours. I'm assuming you don't actually have a contract as employment contacts are uncommon in the US unless you are very high up.
Hopefully you can find another job, there's no reason to agree to working more hours for the same money.

Send them a screenshot of the website.
Then have your bank send them a paper check each month. Most banks offer this service for free and you can set it on auto pay. (This is how I pay my HOA for the same reason.)

A lot of municipalities have ordinances like this. I'm not sure about Pittsburgh but it's also possible they have an ordinance but lack the capacity to enforce it unless the car is a nuisance.

Figure out what transit gets you closest to work and go backwards from there. There's not really a lot of options for transit so without a car you're going to be very limited.
