I only see being reported the Vermont schools and a few New Hampshire Walmarts. That's today's threats at least, this isn't new to the country as a whole for sure.

In my time here I've experienced this. I'd do some research on something about Vermont and when the answer, from data and reliable sources, was at odds with what some of my Vermonter friends and neighbors grew up believing they often just dismissed the information.

According to the article VT also provides temporary shelter better than anyone else. Perhaps that's at least a region draw.

Small, rural, mountainous, struggling. They've even had a similar program to pay folks to move there, with the similar strife between locals and newcomers.

Vermonters aren't redeeming/recycling at a higher rate than places without deposits and recycling is strong here for things without deposits so the program is past its usefulness and should probably just go away.
For now I just consider every nickel a donation and my.cans and bottles go in the blue bin with everything else. Unredeemed deposits are sent to the state's Clean Water Fund. It's less than $1 per week out of my pocket.

I recently switched from Visible to Mint, mostly because when the Verizon network that runs Visible gets congested the Visible service is severely curtailed. Mint is better in this regard, reception is a tossup depending on what part of town or the state I am in, but Mint seems to be picky with certain devices. I needed to do far more tuning to my Pixel 6a to make it work well with mint than I've had to do with any carrier I've used in the last 10 years.

If you are going to say budget isn't an issue the answer is all of them. Rail access from every town and city with more than 1000 people and connections to all major regional areas outside of VT.

Homelessness is notoriously difficult to quantify, even our own census bureau admits that. Depending on who is doing to estimating the real numbers are two to five times higher than what is counted.
And why the need for name calling, can't you have discourse like an adult? How many accounts have you been through at this point?
