I can’t seem to nail down any 100% triggers but when I’m really stressing about something, particularly at work is when I generally will get them.

If those batts are just friction fit I would pull them out and fit rigid foam against the foundation and spray foam any seams and then if you want to you could put the batts back up followed by drywall. No need for poly. I recommend looking at fine homebuilding a website for more information

What kind of deck? Drip through decking or vinyl? If you go the deck block route I’d still dig down a few feet and compact gravel in the hole then put the block on that. I would also make it a free standing structure and not attach it to the house via a ledger. I would still advise the concrete route though.
