No, I agree, but I come from a security background so that's just automatically the lense I apply to things like this. YMMV, just offering my take on why a smaller location might be preferable for people paid to have similar concerns.

I spent the better part of the morning combing through most of the venues in Baltimore and after ruling out places with listed engagement on March 4th, I'm fairly certain the most likely place is the Hippodrome. I'd imagine that Rock might want to not have too big of a crowd in Jada Pinkett Smith's hometown...🤷🏼♀️
ETA: By no means condoning what happened at the Oscars, just pointing out that it wouldn't be an unreasonable concern for Rock's security team.
