15.7.1 OTA is no longer being signed by Apple so that could be why it’s giving an error; they’re not approving the installation.

Only 16.1 and 16.1.1 will work as of now. Try going straight to one of those via iTunes?

Went from ~7GB to ~5GB. Not a huge change, but this does seem to work. I’ll take it!
