Because tv's get bigger and denser, the power consumption has shot upwards. So it's good to have some caps on this effect. Also, because every family has at least one TV, it's a rather quick and easy solution to save some energy. Same like the vacuum cleaners back in the day.
Having said that, I do agree other appliances need to be held to the same standard.
